Sakura Haruka is a lonely high school student whose only asset is fighting. He comes to the town to take the top spot at Fuurin High School, feared as a den of delinquents, but the students had transformed into protectors of the town, known as "Windbreaker". Although bewildered, Sakura joins as a member of Windbreaker and throws himself into the battle to protect the town with his comrades! Amidst this, a trigger crosses an unbreakable line, prompting the most dangerous group, "Shishitoren", who advocate absolute faith in power, to start targeting Windbreaker as their new aim.
